Internet Connection Service Terms of Use

Section 1: General Provisions
Article 1. Applicability of Terms
NTT Broadband Platform, Inc. (the "Company") establishes these Internet Connection Service Terms of Use (these "Terms") and, in accordance with these Terms, provides the Internet connection service (the "Service") to subscribers of the Service (each, a "Subscriber").
Article 2. Scope of and Changes to these Terms
These Terms apply to the Company and Subscribers with respect to the use of the Service.
2.Upon formation of the usage agreement (the "Usage Agreement") as set forth in Article 5 (Application for Usage Agreement) and Article 6 (Conclusion of Usage Agreement), the Company and the Subscriber shall comply with these Terms.
3.The Company may amend these Terms in accordance with procedures prescribed by the Company.
Article 3. Governing Law
The formation, validity, performance, and interpretation of these Terms shall be governed by the laws of Japan.
Article 4. Court of Jurisdiction
If a dispute arises between the Subscriber and the Company in connection with the Service, the parties shall discuss the matter in good faith.
2.If the dispute cannot be resolved through the discussions in the preceding paragraph, the Tokyo District Court or the Tokyo Summary Court shall have exclusive jurisdiction as the court of first instance.
Section 2: Formation of the Usage Agreement, etc.
Article 5. Application for Usage Agreement
A person applying to use the Service shall agree to these Terms and submit an application in accordance with the methods and procedures prescribed by the Company.
2.If, when applying to use the Service, it is necessary to register an email address or a social media account, etc. (such registration, "Service Registration"), the applicant shall complete the Service Registration using an email address or a social media account, etc. that the applicant personally uses on a regular basis and can send and receive messages freely.
3.When applying to use the Service, the Company may confirm whether the application for the Usage Agreement is being made through an automated method, such as by a robot. If the Company confirms that the application is being made by a robot, etc., the Company may refuse to accept the application.
Article 6. Conclusion of Usage Agreement
When a Subscriber completes the Service Registration in accordance with the methods and procedures prescribed by the Company, the Subscriber shall be deemed to have agreed to the Usage Agreement.
Article 7. Conditions for Use
The Subscriber shall, at the Subscriber's own responsibility and expense, prepare the telecommunications equipment, software, etc. necessary to use the Service.
Article 8. Restrictions on the Assignment of Rights
The Subscriber may not assign to any third party the right to receive the provision of the Service.
Section 3: The Service
Article 9. Services Provided
The Company provides the Service to the Subscriber in accordance with these Terms and within the limits set forth in these Terms. If, when using the Service, the Company or a third party separately presents any individual provisions or other terms and conditions (collectively, "Other Terms"), the Subscriber shall agree to, and comply with, such Other Terms in addition to these Terms.
2.The Company may change all or part of the content of the Service without prior notice to the Subscriber, regardless of the reason.
3.The Company may suspend or discontinue the Service without prior notice to the Subscriber, regardless of the reason.
4.In the cases set forth in paragraphs 2 and 3 of this Article, the Company shall not be liable for any damages incurred by the Subscriber or any third party.
Article 9-2. Recording and Retention of Wi-Fi Logs and Provision of Statistical Information
The Company and local governments, companies, etc. that develop the environment in which the Service is provided (each, an "Area Owner," and collectively with the Company, the "Company Parties") collect the MAC address of the Subscriber's device used to access the Service, the access point to which the device connects, the connection time, language information, and other operational log data generated in the course of providing the Service (collectively, "Wi‑Fi Logs"), and use the Wi‑Fi Logs in accordance with guidelines separately established by the Company.
2.The Company Parties may create anonymously processed information (as defined under the Act on the Protection of Personal Information) from the Wi‑Fi Logs and provide it to third parties in accordance with applicable laws and guidelines, including the Act on the Protection of Personal Information and related guidelines, as well as guidelines separately established by the Company.
3.The Company Parties may create sufficiently anonymized data from the Wi‑Fi Logs and provide it to third parties in accordance with related guidelines, including the Ministry of Internal Affairs and Communications' "Location Information Privacy Report," as well as guidelines separately established by the Company.
4.A Subscriber may request the Company to stop the Company Parties from using Wi‑Fi Logs to create anonymously processed information and sufficiently anonymized data, in accordance with the procedures set forth in the Company's Privacy Policy.
5.When handling Wi‑Fi Logs pursuant to this Article, the Company may retain Wi‑Fi Logs collected by the Company for longer than six months.
Article 10. Use of Information Provided by Third Parties
The Subscriber agrees that all responsibility for the use of information provided by third parties belongs to the respective information providers, and that the Company is not a party to the relevant transaction agreement or information provision agreement.
Article 11. Assurances Concerning the Content of Information Provided by Third Parties
The Company provides no warranties whatsoever with respect to products or services offered by third parties. The Company also provides no warranties whatsoever as to the completeness, accuracy, certainty, usefulness, or any other aspect of information provided by third parties.
2.The Company shall not be responsible for any disputes between the Subscriber and a third-party provider arising from the Subscriber's use of information provided by such third party, and shall not bear any costs or liability for damages.
Section 4: Usage Fees
Article 12. Usage Fees, etc.
The Service is provided free of charge.
2.However, depending on the authentication method for the Service, the applicant shall, after agreeing to the Other Terms, pay the fee specified by the Area Owner to the Area Owner.
3.In the case of the preceding paragraph, if the Usage Agreement ends due to the number of connections or the time limit set by the Area Owner being exceeded, the Subscriber shall (i) submit a new application as set forth in Article 5 (Application for Usage Agreement), (ii) enter into a new Usage Agreement as set forth in Article 6 (Conclusion of Usage Agreement), and (iii) pay the fee specified by the Area Owner to the Area Owner in order to use the Service again.
Section 5: Obligations, etc. of Subscribers
Article 13. Prohibited Matters
In using the Service, the Subscriber shall not engage in any of the following acts:
  • (1) Using software or similar means to apply for, or use, the Service without following the methods and procedures prescribed by the Company.
  • (2) Using software or similar means to bypass access to web pages designated by the Company that the Subscriber is required to view at the start of using the Service.
  • (3) Infringing, or potentially infringing, the copyrights or other rights of the Company or any third party.
  • (4) Infringing, or potentially infringing, the property or privacy of the Company or any third party.
  • (5) Any other act that causes, or may cause, disadvantage or damage to the Company or any third party.
  • (6) Defaming or slandering the Company or any third party.
  • (7) Acts contrary to public order and morals (including obscenity, prostitution, violence, cruelty, and abuse), acts that the Company determines may be contrary thereto, or providing information contrary to public order and morals to third parties.
  • (8) Criminal acts, acts that lead to criminal acts, or acts that may lead thereto.
  • (9) Election campaigning or similar acts, regardless of whether during an election period.
  • (10) Acts related to the sex industry or religious proselytizing activities.
  • (11) Using the Service itself for commercial purposes, such as reselling or renting the Service.
  • (12) Establishing or soliciting an endless chain scheme (so-called "pyramid scheme").
  • (13) Sending to the Company or any third party, in a mass and indiscriminate manner, advertisements, promotions, solicitations, etc., fraudulent information, or emails that are offensive, or that may be offensive (harassment emails).
  • (14) Interfering with the receipt of emails by the Company or any third party; requesting chain forwarding of emails such as chain letters or misinformation disguised as goodwill, and forwarding such emails in response to such requests.
  • (15) Allowing a third party to use the Service under the Subscriber's status, or using the Service while impersonating a third party.
  • (16) Tampering with or deleting information of the Company or any third party accessible through the Service.
  • (17) Using or providing harmful programs such as computer viruses through the Service or in connection with the Service.
  • (18) Acts that cause inconvenience or disadvantage to the Company or any third party, acts that may impede the Service, or acts that interfere with the operation of the Service.
  • (19) Using the Service in a manner that causes a serious disruption to the use of the Service by those who directly or indirectly use it.
  • (20) Any other act that violates, or may violate, laws or regulations.
  • (21) Any other act that the Company deems inappropriate.
Article 14. Subscriber Obligations
If the Company requests confirmation of the details of the Service Registration, the Subscriber is obligated to comply.
Article 15. Principle of Self-Responsibility
If the Subscriber's act falling under Article 13 (Prohibited Matters) causes damage to the Company or any third party, the Subscriber shall bear all legal responsibility, including liability for damages, even after the Subscriber loses Subscriber status, and shall not cause any inconvenience to the Company.
2.If the Subscriber suffers any damage or incurs any legal liability in connection with information or files uploaded or downloaded using the Service, the Subscriber shall handle the matter at the Subscriber's own responsibility, shall make no claims against the Company, and shall not cause any inconvenience to the Company.
Article 16. Ownership
All programs, software, services, procedures, trademarks, trade names, and other technologies that constitute the Service, as well as any third-party services and related technologies, shall belong to the Company or the relevant provider.
Article 17. Copyright
Without the permission of the rights holder, the Subscriber may not, in any manner, use any information or files provided through the Service beyond the scope of reproduction permitted for the Subscriber's personal, private use under the Copyright Act of Japan.
2.Without the permission of the rights holder, the Subscriber may not, in any manner, allow any third party to use or publicly disclose any information or files provided through the Service.
3.If a dispute arises due to a violation of this Article, the Subscriber shall resolve the dispute at the Subscriber's own expense and responsibility, shall indemnify and hold the Company harmless in all cases, and shall not cause any damage to the Company.
Section 6: Obligations, etc. of the Company
Article 18. Protection of User Information
The Company shall properly handle personal information relating to the Subscriber that the Company becomes aware of when the Subscriber applies to use the Service, as well as personal information relating to the Subscriber that the Company becomes aware of during the process of the Subscriber's use of the Service, in accordance with the Company's Privacy Policy.

2.The Company shall use personal information obtained in connection with the Service for the following purposes. In addition, with respect to the handling of personal information, separately from these Terms, the Company has established its Privacy Policy as well as terms and conditions applicable to each service provided by the Company, depending on the content, etc. If the Privacy Policy or any such terms and conditions contain provisions that differ from these Terms, the provisions of these Terms shall prevail.
  • (1) To provide information about the Service content and information related to the Subscriber's use of the Service by email
  • (2) To provide the Service to the Subscriber
  • (3) To respond to inquiries, etc. from the Subscriber regarding the Service
  • (4) To improve the Service
  • (5) To send surveys related to the Service and notifications, etc. about new services provided by the Company
  • (6) To provide to the Area Owner, or a third party approved by the Area Owner (collectively, "Area Owner, etc." in this Article)
3.When the Company provides personal information to Area Owner, etc. pursuant to item (6) of the preceding paragraph, the Company shall post on the Service portal website the name of Area Owner, etc. and the purpose of use, etc. For the purpose of use of personal information and policies regarding its handling by Area Owner, etc., please refer to the relevant Area Owner, etc.'s privacy policy, etc.
Article 19. Suspension or Revocation of Subscriber Status
If the Subscriber falls under any of the following items, the Company may, without prior notice, immediately suspend or revoke the Subscriber's status:
  • (1) It is found that the Subscriber made a false statement in the application.
  • (2) The Subscriber engages in an act prohibited under Article 13 (Prohibited Matters).
  • (3) The Subscriber interferes with the operation of the Service by any means.
  • (4) The Subscriber otherwise violates these Terms.
  • (5) The Company otherwise determines that the Subscriber is inappropriate as a Subscriber.
Article 20. Suspension or Interruption of the Service
The Company may suspend or interrupt the operation of the Service if any of the following applies:
  • (1) When performing periodic or emergency system maintenance or construction for the Service, or when unavoidable due to failures in the Company's systems, etc.
  • (2) When the Service cannot be provided as usual due to war, riots, civil disturbances, labor disputes, earthquakes, volcanic eruptions, floods, tsunamis, fires, power outages, or other emergencies
  • (3) When due to regulation or orders by a government agency, or when another telecommunications carrier, etc. suspends or interrupts service provision
  • (4) When the Company otherwise determines that a temporary interruption is necessary for the operation of the Service
2.When suspending or interrupting the operation of the Service pursuant to the preceding paragraph, the Company shall notify Subscribers in advance to that effect; provided, however, that this does not apply in cases of emergency or other unavoidable circumstances.
3.The Company shall not be liable for any damages incurred by the Subscriber or any third party due to the suspension or interruption of the Service pursuant to this Article.
Article 21. Deletion of Information, Restrictions on Communications, etc.
If the Subscriber engages in any act set forth in the items of Article 13 (Prohibited Matters), violates these Terms, fails to follow the Company's notice or guidance, or if the Company otherwise deems it necessary, the Company may take one or a combination of the following measures:(1) When the Company determines it necessary for the operation of the Service, the Company may restrict the bandwidth allocated to communications carried out by the Subscriber using the communication means prescribed by the Company.(2) The Company may temporarily suspend the Subscriber's use of the Service or terminate the Usage Agreement.
2.From the perspective of protecting minors, the Company may restrict access (e.g., via filtering) for all Subscribers to sites that the Company determines are undesirable for minors to use, illegal sites, sites contrary to public order and morals, and other such sites.
3.Based on a request from an Area Owner, the Company may restrict access (e.g., via filtering) for all Subscribers to certain sites, etc. In such case, the restriction will be announced in connection method guidance documents, etc., and the Subscriber will be deemed to have agreed to such restriction when the connection is completed.
4.The Company is not obligated to take the measures set forth in each item of paragraph 1, paragraphs 2, and 3 of this Article, and the Company shall not be liable for any damages suffered by the Subscriber or any third party arising from having taken, or not taken, such measures.
Section 7: Compensation for Damages, etc.
Article 22. Limitation of Liability
The Company is not obligated to provide the Service to the Subscriber without interruption. Even if the Service is not provided to the Subscriber for any reason, the Company shall not be liable for any damages incurred by the Subscriber as a result.
Article 23. Disclaimer
The Company shall not be liable for any damages incurred by the Subscriber in connection with the provision of the Service.
2.Paragraph 1 of this Article shall not apply in cases of the Company's willful misconduct or gross negligence.
3.The Company makes no warranties of any kind regarding the content of the Service or any information obtained by the Subscriber through the Service, including its completeness, accuracy, certainty, or usefulness.
4.The Company makes no warranties whatsoever regarding the operation of any equipment or software used by the Subscriber.
5.The Company shall not be liable for any disputes, etc. arising between the Subscriber and any third party as a result of the Subscriber's use of the Service.

Supplementary Provisions
These Terms shall come into effect on February 16, 2026.
